Stop the Music at Tournaments

For many years now, I have observed a strange pattern of behavior at chess tournaments.  Players wearing earplugs, attached to electronic devices that supposedly are playing music, seem to perform at least 100 points higher than their published ratings.  I have seen this, not only in my own games but in games being played next to mine at tournaments.
